Position Title

    Interim Program Manager - Healthy Start


    Friends of Youth is currently seeking a .75 ~ 1.0 FTE Interim Program Manager
    for a 4 – 6 month engagement for our Healthy Start and Homelessness
    Prevention Programs. These programs meet with families in their homes or in the
    community, providing flexibility and meeting clients where they are. The position
    operates out of our Duvall Office, and will provide ongoing program support. This
    may include writing reports, supporting staff, running team meetings, data entry,
    data management, among other duties.


    A. Program Management and Coordination
        1. Convene and support quarterly meetings of the collaborating agencies.
        2. Coordinate and manage direct service activities provided by HS, working in
        collaboration with site Supervisors.
            a. Provide link among collaborating agencies.
            b. Convene monthly meetings with family support staff, including clinical
            c. Ensure coordination between home visitors and public health team
        3. Coordinate Healthy Start Advisory Committee.
            a. Convene Advisory Committee meetings, as defined and required by the
            Parents as Teachers model and by funders (as applicable).
            b. Provide staff support to Advisory Committee, as needed.
            c. Ensure representation of consumers and diverse populations on
            Advisory Committee.
            d. Ensure that Advisory Committee understands and promotes family
            support principles in the services provided by HS.
        4. Provide contract accountability and reporting.
            a. Assist in the development of inter-agency agreements and ensure that
            project expectations are met by all collaborating agencies.
            b. Develop internal accountability systems and procedures.
            c. Ensure uniform case recording and documentation across project
            d. Report in a timely manner to funders.
        5. Manage and coordinate use of the client management system across agencies.
        6. Manage and coordinate intake and assignment of cases to collaborating
        7. Oversee budget and timely reporting of program revenues, expenses, and
        temporarily restricted funds.
        8. Oversee grant writing, as needed:
            a. Work with Collaborators to identify grant opportunities and to determine
            what grants and opportunities the HS collaboration will pursue
            b. Contract with grant writers to prepare and submit grants for funding

    B. Program Quality and Planning
        1. Ensure provision of high quality program models: implemented with
        fidelity across sites, evidence-based whenever possible, and culturally relevant
        for participants.
        2. Ensure provision of ongoing professional training for all staff.

    C. Community Collaboration/Outreach
        1. Maintain positive community relations.
        2. Serve as spokesperson for the project.

    D. Develop and implement project evaluation
        1. Ensure accurate data collection procedures.
        2. Ensure ongoing improvement of evaluation methods.

Required Skills and Qualifications

    A. Education and Experience
        1. Master's Degree preferred or Bachelor's Degree with a minimum two years’
        of experience.
        2. Experience serving young parents and working with collaborations preferred.
        3. Valid Washington State driver's license, car, insurance.       
        4. Employees and volunteers who operate their own or Friends of Youth
        vehicles on Friends of Youth business must have a safe driving record as
        defined by Friends of Youth. Employees and volunteers who operate their
        own vehicle(s) on Friends of Youth business must carry auto liability insurance
        that complies with the requirements of Friends of Youth.

    B. Knowledge, Skills, Abilities
        1. Knowledge of family support philosophy and practice.
        2. Excellent interpersonal and organizational skills.   
        3. Knowledge of relevant COA standards and participation in the Continuous
        Quality improvement process.
        4. Able to engage with diverse populations in a culturally responsive manner.
        5. Demonstrate a commitment to the values of equity and inclusion by honoring
        and celebrating diverse characteristics and expressions of personal identity.


    .75 - 1.0 FTE


    $28 / hour
